Earth's war with the Romulan Star Empire lay the groundwork for the Neutral Zone, and within decades of its founding, the Federation's territory met that of the Klingon Empire. The next two hundred years have been dominated by rising tensions between at least two of the three major powers, almost always involving the Klingons.

Federation-Klingon relations were largely hostile for much of the 23rd century, settling at best into a state of cold war. Stability was only reached with the establishment of the Khitomer Accords at the end of the century, from which point the Federation and Empire were largely at peace, even allied for the last several decades. The Federation's opposition to the Klingons' invasion of Cardassia in the early 2370s demonstrated their will to keep the Empire in check, but the reconciliation to oppose the Dominion demonstrates a new resilience to the relationship that would not have been possible a century prior.
Klingon-Romulan relations, however, have been more heated across at least the past two centuries, with multiple open conflicts as well as regular Romulan political interference in Klingon affairs. However, the pattern of conflicts and treaties between them included at one point the exchange of cloaking technology, perhaps the most significant development in Klingon military history of the past four hundred years; this makes it misleading to suggest the Klingons and Romulans have only ever been opposed.
While the Romulans maintained complete isolation from the Federation for much of the past centuries, their involvement in wider galactic matters grew during the 24th century. Rising tensions were largely averted by the outbreak of the Dominion War, the Romulans joining their old adversaries against the invaders, and the following decade largely saw stability between all three.

There exist few external obstacles to further Klingon expansionism or aggression, with only Martok's leadership and internal politics keeping the Empire in-check. The three Romulan factions are regularly at-odds on politics and claims of legitimacy, and while the dissolution of the [[Romulan Neutral Zone]] is no longer an obstacle to Starfleet support of afflicted regions, Federation reticence has denied a volatile region any possible mediation.
