Risa System

The Risa System is an inhabited star system in the United Federation of Planets. It is a binary star system consisting of the F-class stars Epsilon Ceti A and B. It is located approximately 90 light years from Sol, in the Alpha Quadrant. In orbit of Epsilon Ceti B is the tropical M-class planet Risa, which has been designated as a "pleasure planet" of the Federation. While Risa boasts a population of nearly 3 billion, another 1.3 billion tourists visit Risa each year.

Overview

Governed by the Risian Hedony, the planet Risa is famed across the galaxy as a tourist destination. Tourism to the planet's tropical resorts is the planet's primary source of industry and vocation. Despite the dense population and technological advancement, much of the planet's surface is dedicated to carefully curated natural spaces, varying from pastoral to beaches. The comfort of tourists is paramount to every aspect of Risian urban design. Although Risa is naturally a tropical-wet climate and tectonically unstable, the Risians developed a sophisticated weather control system long before the formation of the Federation to transform the planet into a comfortable and stable environment. Risa's two moons have small populations living in habitat domes, including the headquarters of its spaceport agency, Risa Control.

Risa is located in the same sector as Starbase 18. As a core world of the Federation, Risa has only the most rudimentary of planetary defences or security. As a culture, the Risian people value hedonism, generosity and fastidiousness. The most common aphorism among Risians is "All that we have is yours." The Risian Hedony allows no weapons on the planet, relying on Starfleet or Federation Security for its defence.

In Play

Risa is the most famous of the Federation's "pleasure planets", offering beaches and tropical resorts from pole to pole. Tourists come by the millions to Risa, everyone from Federation citizens, Federation allies and unaligned species from across the alpha and beta quadrants. The vast majority of civilization can be found in sprawling resorts designed for comfort and appreciation of the artificially created natural wonders of the world.
