The purpose of this guide is to walk you through the RPG proposal process, with explanations of why the process is the way it is, what the Operations Office is looking for, and things to consider as you create this document. Most basically, your proposal should demonstrate very clearly why your concept will be successful and what your preparation level is for running it.

The Operations Office considers factors both related to the proposal itself and to your history as a member in Bravo Fleet, as an RPG is more than just checking a registry item out, it's an exercise in leadership, interpersonal relationships, and good citizenship. Game managers provide a service to the fleet by organizing their games, and so we vet proposals very thoroughly to ensure a positive experience for everyone.
Commissioned in the year 2293, shortly before the signing of the Khitomer Accords, the Watchtower-class Eos Station was a military outpost along the Romulan Neutral Zone. Charged with gathering intel on the Romulans, defense of the Federation borders, and keeping tabs on our Romulan neighbors, Eos Station was the best of the best. Equipped with all the latest technology of the day, Eos Station was a shining beacon for the Federation.


A successful prospective GM has:
Following the Tomed Incident in 2311, the Romulan Star Empire entered a prolonged period of total isolation. In that time, politics changed, people changed, and the Federation’s needs changed. Once a part of the old guard, Eos was relegated to an overequipped, unimportant outpost along a border of the Federation that seemingly no longer mattered. Over the following decades, Eos fell into disrepair due to her low priority status. 2400 was the year that changed everything for Eos Station as the collapse of the Romulan Star Empire of Rator and de facto Romulan civil war changed the landscape once again. Revived and brought back to life, Eos Station is called upon again to serve the borders of the Federation, this time opposite Romulan space from the Romulan Free State, as well as many other unknown independent Romulan factions all vying for control.

This section should be several substantial paragraphs.
Tucked away within the primary hull of Eos Station, the biodome (as the locals call it) is a self-contained habitat. Its lush landscape is programmed to echo Napa Valley, California on Earth, complemented by an artificial sky programmable to simulate day and night. Affectionately known as "Eden," the Terrestrial Enclosure contains a thriving meadow, a high-speed tram, an athletic field, and a small commercial and residential district, among a variety of other amenities and establishments.

It is important to pick an appropriate class of ship or station to match the premise you are going to describe. If you're intending to do exploratory and first contact missions, a tactically-oriented ship would be a poor choice, just like a science vessel would be a poor choice for tactical missions. That's not to say that games can't be set around ships ending up doing things they aren't designed for, but the ship's stated mission (i.e. what it's been ordered to do in-character by Starfleet) should match the class you select.
The station houses a multi-level business district, Promenade.  This area is positioned just below the docking ring and contains a assortment of businesses able fulfill even of the pickiest of shoppers. Often referred to as a city within a city, the Promenade District features some of the best shopping and eating establishments in the galaxy.


This is also not to say that a ''game''<nowiki/>'s concept could involve a ship doing things outside of its specialty or purpose, but the ostensible in-character purpose for a ship being sent to a particular area should match its design. For instance, Starfleet wouldn't send a hospital ship on a tactical mission, but that doesn't mean a hospital ship wouldn't ever encounter trouble or be attacked, and so in your proposal spell this out if that's your intent: "This class has mission type X, and I want to run missions of type Y, due to Z circumstances which force the ship to do things outside of its initial parameters."

While there is a certain amount of room in the fleet for generalist vessels, each RPG's proposal needs to demonstrate how the idea is unique and why it will attract interest. The more thought you can put into this section, the better the Operations Office will be understand your intentions, and the more successful your prospective game will be when you're actually running it with players.

==Premade Writing RPG==


You may want to consider using one of the [[Premade RPGs|Premade]] ideas as part of your proposal to create a new Writing RPG. They are available for use by any member with the rank of Lieutenant Commander or higher. This is a way of assembling a unique concept for your game, based on a pre-designed story concept which is then paired with a set of classes that you can choose from when applying to run the game. You will be paired with either the Bravo Fleet Operations Officer or another member of the RPG Team for a mentorship experience lasting the duration of your first mission, which has a set beginning and several endings.
