Formed in the late 2100s, the decentralized groups that form the Petty Officer Guilds are loosely organized quasi-gang within Starfleet that operates clandestinely and in very small numbers. Though the organization in modern times is so small as to not even be acknowledged by Starfleet or much of the media, its members do still engage in occasional acts thefts, influence peddling, and fraud, along with running the occasional extortion or gambling ring. As of 2403, there were approximately 30 'locals' made of 5-10 members each, operating across Starfleet according to a classified Starfleet Security report that was leaked by an independant reporter named Elizabeth McNaughton.
History
Originally formed by a group Chiefs and other Petty Officers in the last 2100s to engage in extra-legal and outright criminal activity in a newly established frontier sector during the early days of Starfleet, over the ensuing decades and centuries the group expanded to the point where they were active in 48 of the 51 sectors that comprised the Federation by the late 2240s. A few near mutinies amd several high profile murders caused a crackdown on the group in the 2250s
