Fleet Non-Player Characters (NPCs) are characters available for any member to use in their fiction. They hold positions within the Fourth Fleet's hierarchy and allow you to give your own ships orders, and otherwise interact without needing to invent your own flag officers. This is especially useful when the staff member holding a position your character might otherwise report to isn't available to write with you. These characters can be used as you like, with the caveat that you keep their characterization consistent and don't do anything permanent to them--such as kill them.
