Current State of Affairs

Isolation and Exploration

From early 2386 until June 2388, Task Force 38 had a consistent connection to home via a transwarp gate. Unfortunately, this gate was destroyed during the Battle of the Round Table when the Borg attacked Starbase 900, stranding Task Force 38 in the Delta Quadrant with no link to Federation space.

Task Force 38 is now Starfleet's most distant and isolated task force, struggling with many of the same challenges as once faced by the USS Voyager. For the first five months after the destruction of the gate, Task Force 38 operated completely autonomously without any communication or support from home. Now, while a connection has been discovered through the Barzan Wormhole to the Alpha Quadrant, that connection only occurs once every 90 days for 15 minutes; as such, while the task force receives occasional updates, ships, and personnel from home, the rest of the time, it is completely on its own.

In a shift from earlier policies on the Delta Quadrant, the Federation Council and Starfleet Command have decided to prohibit the establishment of permanent colonies or starbases within the Delta Quadrant, the only acceptions being leased space on foreign installations or temporary research stations. Realizing that it was impossible to hold onto any real territory in one of the most remote areas in the galaxy, Starfleet's priority is now exploration and diplomacy, not expansion.

Barzan Wormhole

The Barzan Wormhole is a semi-stable cyclical wormhole that connects the Barzan system in the Alpha Quadrant with the Epatha System in the Gradin Belt, and the Takar System, which is located between the Nekrit Expanse and the Nacene Reach in the Delta Quadrant, along with The Reliquary in the Gamma Quadrant. The wormhole goes ninety days between cycles, during which it connects for 15-minute intervals between the Alpha Quadrant and its three terminuses.

In the 2360's, the Barzan Wormhole was thought to be the only stable wormhole in the galaxy, but it was found that only the Alpha Quadrant end was fixed. In the 2370's, it was further destabilized when Ferengi traders activated a graviton pulse in its vicinity, causing it to spin wildly across the galaxy. In 2389, construction on Starbase 38 and a fixed verteron array began in orbit of Barzan II to stabilize the wormhole to the point that its shifts could be predicted and it became safe for transport. Incremental steps were made over the ten years it took to construct the base, to the point that regular travel back and forth was readily possible by 2395, and regular, stable operations were in place by 2399.

Composition and Disposition

Due to its unique location and expansive theater of operations, Task Force 38's composition is more rigidly set than other Starfleet units, with five task groups of eight ships each. Unlike most units in Starfleet, Task Groups in Task Force 38 are operational units rather than simply administrative ones; since they are often isolated for months at a time, they must pool their resources to fulfill task force objectives. Direct command falls to Task Group Commanding Officers in the field, due to the extended isolation from Starfleet Command.

Task Group Structure

Task Force 38 is divided into five Task Groups, numbered 380 through 384: a headquarters Task Group based in the Barzan System, an established Task Group operating in the Gradin Belt, and a new Task Group operating in the Nacene Reaches. Task Groups 384 and 385 are due to be sent to the Nekrit Expanse and Swallow Nebula, pending scouting operations in the two areas of space where a stable connection to the Alpha Quadrant has been established.

Task Groups other than the headquarters unit consist of eight starships: an explorer/flagship, two light explorers, two science vessels, two escorts or frigates, and a support ship. This was felt to be the best balance between sustainable independent operations with a minimal commitment of forces to such a remote area.

In the event that the wormhole becomes unusable, all field units have standing orders to rendezvous with their Task Group's flagship and proceed towards Federation space as a group, abandoning and scuttling slower and smaller vessels as necessary to complete that objective.

Theater of Operations

Task Force 38's currently operates in the Gradin Belt and the Nacene Reach, two regions of space accessible through the Barzan Wormhole at different phases during its cycle between its two Delta Quadrant endpoints. Current plans are to expand to the Nekrit Expanse and Swallow Nebula by 2400. The Gradin Belt is over 25,000 light-years from the Nacene Reach, with the Nekrit Expanse and Swallow Nebula lying between them. This makes Task Force 38 one of the most widely-spread Federation units.

Barzan System

The Barzan System is located on the border between Federation and Ferengi space in the Alpha Quadrant. Long a neutral system, the native Barzans began the accession process into the Federation in 2389, with formal entry beginning in 2395 and completed by 2399, though there are still many teething problems with acclimating their society to the Federation. This system is quickly becoming one of the most strategically important in the quadrant, with many powers (especially the Ferengi) clamoring to be allowed access through the wormhole for trade purposes to the Gamma and Delta Quadrants.

Barzan II is a Class-L planet with an atmosphere breathable only by its native life forms--all other species need breathing gear and/or full environmental suits to visit the surface, and so the Barzan and Federation embassies to one another are instead located in orbit aboard Starbase 38.

Federation Assets

  • Task Group 380 - The headquarters Task Group of Task Force 38, consisting of a handful of starships on patrol in the Barzan system, the starbase support vessel, and the task force's command ship, the Reliant-class USS Majestic, which is used to transport flag officers when necessary and otherwise patrols the system.
  • Starbase 38 - A brand-new Guardian-class starbase built in orbit over Barzan II to supervise traffic in and out of the wormhole and to protect the planet.
  • Fixed Veteron Array - A large verteron array directed at the wormhole, which is used to stabilize it. This array is also capable of destroying the wormhole, under Classified Directive Rho 030, which states that should the Borg enter the wormhole it should immediately be collapsed to avoid giving them a shortcut directly to the heart of the Alpha Quadrant.

The Gradin Belt

The Gradin Belt is a region of the Delta Quadrant several thousand light-years in diameter approximately 45,000 light-years from Federation space and 25,000 light-years from the Nacene Reaches. It is connected to the Alpha Quadrant by way of the Barzan Wormhole and its aperture in the Epatha System. This system is very close to the Kartelan system and friendly relations have been established with the Kartelan government to allow for limited resupply and repair opportunities, in exchange for the promise of the Federation's protection in the event of threats to their trade vessels and access through the wormhole to the Alpha Quadrant.

The Gradin Belt hosts a wide range of major and minor powers, including the Turei Alliance, the Malon Cooperative, the Devore Imperium and Hierarchy Central Command. It is bordered by Hirogen space on one side, and the Borg on another, with a region known as Chaotic Space serving as a buffer between the Belt and the Borg.

  • Chaotic Space - An energetic zone of space with extreme graviton disturbances and spatial sinkholes causing an extreme hazard to navigation for all who attempt to cross, Chaotic Space is a natural buffer that has prevented the Borg from encroaching further into the Gradin Belt.
  • Hazari Asteroid Belt - A vast asteroid field believed to be the debris of an ancient world, the Belt now host a mercenary combine known as the Hazari who are believed to work for the Vaadwaur and others in the region.
  • Markonian Outpost - Built by the Markonians after their world fell to the Borg, this outpost has become a safe haven for refugees fleeing the Borg from beyond Chaotic Space.

The Nacene Reach

The Nacene Reach, named after the Nacene who built the Caretaker's Array which brought Voyager to the Delta Quadrant in the first place, is an area dense in stars but resource-poor, at the edge of the Delta Quadrant over 70,000 years from Sol. There are numerous races in this area of space, but few large or powerful empires, due to an unusual shortage of resources--especially naturally-occurring water. The Federation has not explored this area of space since the voyages of Voyager and the USS Equinox in the early 2370s, and the arrival of ships from Task Force 38 in 2399 will be the first time that contact has been re-established with the races there.

The Nacene Reaches are dominated by the Vidiian and Kazon, and are also home to the Ocampa, Talaxian, and other smaller powers. A threat to Starfleet vessels is the Swarm which borders this region.

The Nekrit Expanse

Main article: Nacene Reach

The Nekrit Expanse is a nebular region in the Delta Quadrant that provides a natural barrier between the advanced species (such as the Borg, the Devore, etc.) who occupy space closer to the Galactic Core and the resource-poor, technologically-inferior species closer to the rim (the Kazon, Vidiians, etc.). This area of space is largely uncharted because of the navigational challenge it poses even to advanced vessels. This area of space is on the extreme edge of Borg space (including the entrance to the so-called Northwest Passage) and is sparsely populated.

Starfleet's interest in this area predominantly has to do with the fact that it has been completely ignored by most of the native powers, and so they would like to investigate what potential resources or worlds have gone unnoticed within its borders.

The Swallow Nebula

The Swallow Nebula is a large Mutara-class nebula approximately half-way through Voyager's path through the Delta Quadrant. It is bordered by a number of mid-level powers, including the Alsuran Empire, the Krenim Imperium, the B'Omar Sovereignty, and the Hirogen, and it borders The Void, which separates it from the Gradin Belt by 2,500 light-years.

Voyager was largely unable to establish diplomatic relations with the powers in this area of space, but it is critical to do so in order to monitor the Borg, which is why a task group is being sent to attempt to try again.

Task Force History

Detachment 38 was founded in 2357 as a specialized unit focused on diplomacy and first contact after the end of the Cardassian Wars. In its early days, it was instrumental in the signing of major treaties and in the induction of new members into the Federation. During the tumultuous early 2370's, it was rebranded Defense Force Delta, serving along the Romulan border before deploying onto the front lines of the Dominion War, fighting in several major battles.

Following the discovery of an Iconian Gateway linking the Raeyan Sector to the Delta Quadrant in 2376, the unit, with its mixed diplomatic and tactical history, was assigned to the Delta Exploration Initiative and officially branded Task Force 38. Task Force 38 has operated continuously in the Delta Quadrant ever since, although its area of operations has changed a couple times. From 2376 to 2383, it operated in the F'hoca Sector, and then the Round Table until its destruction in 2388.

Starting in 2389, Task Force 38 started using the newly-stabilized Barzan Wormhole, which connected Starbase 38 (known from 2389-2395 as Deep Space 38) over Barzan II with two Delta Quadrant apertures: one in the Epatha System of the Gradin Belt and another in the Takar System located between the Nacene Reach and the Nekrit Expanse. These renewed efforts were focused on the Gradin Belt exclusively until early 2399, when a Task Group was deployed to the Nacene Reaches. Expeditions to the Nekrit Expanse and Swallow Nebula were planned for late 2399 and early 2400.

Note: This is an OOC Section designed to give writers tips on how to maximize the implementation of this canon in their own groups.

  • The "feel" of Task Force 38 is meant to be similar to that on Star Trek: Voyager, namely a sense of isolation and exploration. Large fleet interactions are not meant to be common and task groups have intentionally been restricted to a small, stable composition in this article.
  • Running into other Starfleet vessels will be relatively uncommon in this Task Force, but at the same time, Task Groups are meant to be more cohesive and collaborative in-character than they are in other Task Forces. Rather than inventing a random NPC ship for your mission, consult with the Task Force staff to see if there is an existing NPC ship suitable for your needs, or otherwise consider a joint mission instead!
