They are not limited to county or embassy and are entrusted to represent the Federation to several countries, a region, or sometimes hold a seat in an international organization. In some cases, an ambassador-at-large may even be specifically assigned a role to advise and assist the Federation or a government in particular issues.

The Federation Diplomatic Corps is composed of all of the ambassadors, commissioners, and other envoys representing colonies, member worlds, and the Federation itself, as well as all of their staff.

NOTE: This is my interpretation of what the Federation's diplomatic ranks are. You are free to use these ranks in your writing but keep in mind they can change in both status and role.

Diplomatic Rank

Federation diplomacy relies on a relatively rigid hierarchy that distinguishes diplomatic postings by their importance and the relationship between the two parties involved. This is necessary for matters of protocol and consistency so that representatives from all member worlds, colonies, and foreign powers are treated the same way in all cases.

Ambassador

Ambassador is the highest diplomatic rank, and is equal to the Starfleet rank of Admiral in terms of protocol and authority, serving as the head of an Embassy. High Commissioner

A High Commissioner is ranked behind Ambassadors and usually heads a commission. This rank is equal to a Starfleet Vice Admiral and is used for bilateral relationships between Federation member worlds, relationships between self-governing colonies and the Federation, and as a title of general authority for certain Federation governmental agencies.

Commissioner

A Commissioner is ranked behind a High Commissioner and usually heads a commission. The ranks of high commissioner and commissioner are used based on seniority and experience. They are both used for the same role and share the same rank but not authority.

Counsellor

A Counsellor is an advisor to an Ambassador and performs advisory services in diplomatic functions in their specialty.

Attaché

An Attaché is someone who is assigned to a diplomatic or administrative staff. They serve as a member of the staff, under the authority of an ambassador or other head of a diplomatic mission. Attachés undertake the planning for events to be attended, decisions that need to be made, managing arrangements and agendas, conducting research, and acting as a representative of the interests of the Federation when necessary.

Assistant Attaché

An Assistant Attaché is someone who assists an Attaché in doing their duties. They perform the administrative and human resource management functions relative to the staff supervised.

Consular Division

The Consular Division of the Federation Diplomatic Corps is composed of diplomats who are posted/assigned to Consulates, although members of the consular division can be assigned to an embassy.

Consul

A Consul is equal in rank and status to a Commissioner. They reside in a foreign country to assist and protect Federation citizens and to promote and facilitate trade and diplomatic relations between the two countries.

Unlike an ambassador, who serves as the singular representative of one government to another, the Federation may appoint several consuls in a foreign nation, typically their consulates are located at points of interest; consuls are usually tasked with assisting in bureaucratic issues to both Federation citizens traveling or living abroad and to the citizens of the host country who wish to travel to or trade with the Federation.

Vice-Consul

A Vice-Consul is ranked behind a consul. They help the consul carry out their duties and are in charge of administrative and human resource management.

Consular Agent

A Consular Agent is someone who is assigned to a Consulate. They are responsible for any task the consul or vice-consul may assign them to carry out.
