"Blood Dilithium" is the term coined by the crew of the USS Merevek to describe strange formations of dilithium crystals found in the Gradin Belt after a massive subspace phase pulse passed through the region on October 14th, 2400. Although structurally identical to naturally occurring dilithium, Blood Dilithium has been seen to emit a crimson glow; perhaps the main reason why its nickname has stuck. The extreme speed with which blood dilithium grew on the surfaces of planets, moons and other celestial bodies has hitherto been thought impossible. Growth locations have thus far only been observed in areas within five lightyears of various subspace anomalies in the region. Starfleet Science has put out a call for further studies on blood dilithium, particularly regarding the numerous reports of a violent terror instilled in the minds of telepathic species in close proximity to it.
Section 1 - Fleet Canon
History
Section 1.1 - Defining Fleet Canon
The earliest reports on the appearance of new dilithium fields in the Gradin Belt date from October 19th, 2400 following the detection of a subspace phase pulse in the region eleven days earlier. News of its appearance quickly spread throughout the galaxy, attracting government and private mining operations alike to the area in the hopes of exploiting the new resource. Rumours of the new dilithium's strange effects on telepaths quickly began to circulate.

On October 28th, 2400 the USS Merevek became the first Starfleet vessel to perform a detailed analysis of the new dilithium. Operating on a diplomatic liaison mission near Turei space, the Merevek quickly diverted upon detecting dilithium deposits within the accretion disc of a 10km wide neutron star. The Merevek closed to a distance of 35,000km of the collapsed star’s core to obtain adequate sensor readings. Their course took them within the accretion disc itself, at extremely close range to high concentrations of new dilithium growing upon the rocky remains of planets that once orbited the collapsed star. Captain Correth later noted in her log that as the ship inched further through the jagged rubble, all eleven telepathic members of the ship’s crew reported a slow-building sense of unease. On moving within 10,000km of the most concentrated dilithium veins, abject terror began to rip through their minds.

Chief Medical Officer's log, stardate 77824.9. Photon emission tomography scans indicate patient H, a Betazoid, is suffering hyperfusion in the lateral temporal cortex. Observations are consistent with visual and auditory hallucinations arising from severe schizoaffective disorders. Symptoms alleviated only when the Merevek moved away from the dilithium field. Remarkably, structured questioning shows patient H’s experience to be nearly identical to that of the other ten patients affected. Auditory hallucinations have taken the form of a single voice of indeterminate sex, speaking in a low snarl. Clear statements recorded include, “Smash them all, and, “Spill the blood of those that sent us here.” ~Dr. Vashek, Chief Medical Officer, USS Merevek

Section 1.2 - Creating Fleet Canon
Nature
* All additions to Fleet Canon must be ratified by the Intelligence Office. Until that point, content should be considered Member Canon (see Section 1.3).
Blood Dilithium has so far been found only within five light-year radii of subspace anomalies in the Gradin Belt. The crystals have the potential to appear on any solid surface in these areas of space, including asteroids, planets, moons and artificial structures. Blood Dilithium crystals share the same refinement and starship fuelling potential as ordinary dilithium. Crystal formations can at times be extremely dense, wreaking havoc with planetary ecosystems and civilisations. All formations have appeared after the subspace wave pulse detected in the Gradin Belt on October 14th, 2400.
* Significant changes to Task Force stories must be approved by the Bravo Fleet Intelligence Officer.
* New non-canon Federation member species must be approved by the Intelligence Officer.
* New minor foreign powers with regional influence must be approved by the Intelligence Officer.
* Significant development to on-screen species or cultures (ie, facts which anyone writing them would likely need to know) must be approved by the Intelligence Officer.
* New Starfleet starship, space station, and small craft classes and specifications must be approved by the Intelligence Officer. Likewise new Klingon, Romulan, or Cardassian starships.
* No addition to Bravo Fleet canon is considered official until it has completed all approval requirements and been added to the Bravo Fleet wiki in a format that provides complete, usable information that others may build on. These articles will be clearly identified as Bravo Fleet canon as per Section 1.1.

The proximity of Blood Dilithium growths to spatial anomalies has led some Starfleet scientists to theorise that the subspace wave pulse has somehow weakened interdimensional spatial boundaries. While currently an extremely crude hypothesis, it is thought that the Blood Dilithium may be spreading from a realm of space outside our current knowledge.
Section 1.3 - Member Canon
Blood Dilithium's effects on telepathic species are poorly understood. From what has been observed, the greater a species' telepathic ability, the more severe the observed changes in an individual's behaviour. Reports have varied from a general sense of foreboding experienced by mildly telepathic species (e.g. Vulcans, Deltans) to an all-consuming psychotic terror in fully telepathic species (e.g. Betazoids, Ullians). In the most severe cases, reported symptoms have included unknown, disembodied voices fueling a sense of paranoia within the affected. Voices encourage individuals to commit acts of violence and destruction against both personnel and/or ship's systems in the vicinity. To these ends, the use of handheld anti-personnel weapons, nearby objects, and the individual's own hands and teeth has been observed.
* Content that has not been explicitly ratified by the Intelligence Office is considered Member Canon. This includes character biographies and the events of fiction plots and game missions unless they meet the above criteria.
* Member Canon is binding only to the stories and games in which it appears. Storytellers, Game Masters, and writers of other fictions and games are not obligated to adhere to these details, worldbuilding, or plot developments.
* The status of Member Canon is not a value judgement or reflection of quality. With so many stories and games over many years, it is not realistic for all their details to be known to all members, or to have been reviewed by the Intelligence Office. Likewise, with many distinct personal tastes and creative preferences, the existence of Member Canon allows writers with diverging interests to co-exist within the Fleet.
* Member Canon may be added to the wiki, particularly on a starship’s article or, for example, adding worlds or locations to a region other creators may choose to draw on for their own writing. Such articles will not include the Bravo Fleet Canon icon and should be treated as optional content to draw on.
* The nature of Member Canon necessitates limitations to its scope. Section 1.2 provides guidelines on the level at which the Intelligence Office’s ratification is needed, and Member Canon should not meet or exceed that level. Member Canon should be considered equivalent to the details of a standalone episode of The Next Generation, while Fleet Canon is comparable to a major story arc episode of Deep Space Nine with galactic ramifications. Some examples of the acceptable scale of Member Canon include:
** A colony world of a canonical Federation member, such as humans or Andorians.
** A starship captain of another major power, be they ally or enemy.
** A stellar phenomenon with local effect.
** If you are unsure of the scope of your story detail, please contact the Intelligence Office for advice. A rule of thumb is, ‘Is this essential knowledge for any Bravo Fleet creator writing in this topic/location?’ and remember that the galaxy is a big place.
* Member Canon should not include characters or ships from Star Trek Canon, such as the USS Enterprise or Admiral Kathryn Janeway. References to them should use recent Star Trek Canon (such as Star Trek: Picard) or, where extant, Fleet Canon. For example:
** We do not know the present status of Benjamin Sisko. Avoid mentioning his current circumstances at all.
** We do not know the specific status of Deep Space Nine; its design, its crew, its captain. It is reasonable to mention the existence of DS9, with its key position at the mouth of the wormhole, but do not go into details.
** Characters should not be an old friend, protégé, relative, etc, of any character in Star Trek Canon.
** Characters should not share a full name (or name they are known by) with canonical characters (for example: ‘John Reed’ would be an acceptable character name, but ‘Willard “Will” Riker’ would not be).
* Contradictions in Member Canon are expected, and tolerance is encouraged, especially if they occur within separate stories. If this is impossible, such as within a collaborative fiction, it is best to justify the co-existence of such details or reach a compromise. Should such again be impossible, contact the Intelligence Office for a judgement.
* Strong and interesting ideas that flesh out the setting may be adopted by the Intelligence Office into Fleet Canon. This will occur at the Intelligence Office’s discretion.

Response
Section 1.4 - Character Ranks and Assignments
Reports of great upheaval in the Gradin Belt began to filter their way through to Starfleet Command by mid-October, 2400. The appearance of Blood Dilithium created "gold rush" into the Delta Quadrant, with mining operations from species across the galaxy racing to prospect new dilithium fields and capitalise on the strategic resource. There followed a huge spike in distress calls, placing great strain on Starfleet's limited resources deployed to the region as some of the only ships willing to attend. Undue confidence, poor preparation and unfamiliarity with the perils of the Delta Quadrant have contributed to this.

With no permanent bases and limited supply lines, Starfleet's Delta Quadrant presence found itself stretched to the breaking point as the displacement of populations by Blood Dilithium growth and mining operations threatened humanitarian disaster. The sudden aggressive expansion of the Devore Imperium led to several tense standoffs with the advanced telepath-hating empire, forcing Starfleet to commit yet more units to protect threatened populations.
* Any character may hold any rank up to captain or your fleet rank, whichever is higher.
** For ranks above captain, you will need to contact the Intelligence Officer to request the assignment of the appropriate fleet captain or flag rank.
* By default, all characters on the BFMS use the Starfleet rank set appropriate to our in-character Fourth Fleet in the year year.
** To use historical or alien ranks, you will need to contact the Intelligence Officer to request the assignment of the appropriate rank.
* If you hold a BFC-level staff position, your primary character should be the character holding that position in the Fourth Fleet and should be set as a story character assigned to Fourth Fleet Command.

Concerned by these developments in the Gradin Belt and increasingly puzzled by sudden appearance of the Blood Dilithium, Starfleet has directed the Fourth Fleet to bolster its presence in the region. As the Task Force most commonly relied on to operate far beyond Federation space, Task Force 17 was chosen to spearhead efforts. Fleet Captain Erill'Yun Mek and Captain Andreus Kohl were given temporary command of all Delta Quadrant operations from a temporary command post established at the Markonian Outpost. Vice Admiral Alexander Beckett coordinated wider Fourth Fleet resource deployment from Alpha and Beta Quadrants.
Section 2 - Timeline
The Bravo Fleet timeline advances 1 year IC for every 1 year OOC. The in-character year will advance on January 1 of each year. The timeline may be advanced immediately by the Bravo Fleet Intelligence Officer.

The Fourth Fleet's response was arranged in three protocols:
Section 3 - Bravo Fleet Wiki
Locate
* The wiki will be maintained by the Intelligence Office.
The Fourth Fleet was initially tasked with locating as many dilithium fields as possible. Starfleet Science considered it a key priority to gather all the data it could. It sought information on the types of spatial anomalies around which Blood Dilithium had grown, patterns in which it had formed, its interactions with subspace, and details of its effects on telepathic species.
* All members may contribute to the Bravo Fleet Wiki, making additions in adherence to the definitions of Fleet canon in Section 1.
* Articles that are part of Bravo Fleet Canon will be clearly labeled confirming their content has been approved by the Intelligence Office.
* Articles not labeled should refer to a game or fiction’s personal canon and must remain small-scale story elements in adherence to Section 1. Bravo Fleet members may choose but are not bound to adhere to this content.
* Content on the wiki is In Character unless specified otherwise.

Ships of the Fourth Fleet spread out across the Gradin Belt in search of spatial anomalies. Captains were given wide discretion as to where to focus their searches. Long range explorers made for the outer edges of the Gradin Belt, cruisers dipped their toes into unexplored space, and smaller vessels took care not to stray too far from tenuous Starfleet supply chains. They faced challenges every step of the way from miners jealously guarding their dilithium hoardes to spacebourne lifeforms, Hirogen Hunters to fanatical officers of the Devore Imperium. Few Starfleet vessels avoided the capricious mores of the Delta Quadrant.
Section 4 - Fiction
Investigate
Section 4.1 - Defining Fictions
Upon discovery, the local area was to be surveyed and scoured for any signs of Blood dilithium growth. Interactions between Blood Dilithium and local stellar phenomena, planetary (or interplanetary) ecosystems, particularly intelligent life, were to be observed and recorded. While still permitted to remain assigned to their ships, all telepathic crew were to be closely monitored when approaching the Blood Dilithium and its effects on their behaviour studied.

At this stage Starfleet Command needed theories about how this dilithium had seemingly been 'created' by spatial anomalies, and what lay behind the crystal's strange effects on telepath behaviour. It was ultimately hoped that some way might be found to neutralise the dilithium's harmful properties. This was made a key priority amidst growing fears that Blood Dilithium might eventually be weaponised against telepathic species.
* Fictions are stories written by individual members that take place within Fleet canon. Stories with multiple writers count as role-playing games, which fall under the purview of the Operations Department.
* Fiction is written on BFMS or linked to from a Command’s page on BFMS.
** Each Task Force’s Headquarters is a Command on BFMS. While any Task Force member may write a Story there, its major purpose is for members under the rank of Lieutenant Commander to write in accordance with the guidelines on the Command page. This writing is free-form and offers members a venue to express themselves and participate in fleet canon before they have their own ship.
** A member who has reached the rank of Lieutenant Commander with an Primary Command of their own (as per Section 5.2 below) may write fiction set within fleet canon based around this starship.
** Other fiction may be written after a submitted proposal is accepted by the Intelligence Office.

Mitigate
Section 4.2 - Fiction Proposals
As Starfleet scientists studied the Blood Dilithium itself, its sudden appearance continued to send cascading uncertainty throughout the Gradin Belt. A chaotic region of space only grew more so as entire populations were uprooted, either by Blood Dilithium rendering planets uninhabitable, or by violent expulsion by mining cartels and Devore Imperium armies. A humanitarian relief effort to address all disasters and atrocities in the Gradin Belt was impossible with what amounted to an expeditionary force of Fourth Fleet ships committed. However, as per the founding principles of the United Federation of Planets, Starfleet was bound to do what it could to aid the rapidly growing ranks of the displaced.

Furthermore, with each passing day Fourth Fleet Command grew ever more troubled by intelligence reports from Devore Imperium space. Several corroborating sources indicated the Imperium's efforts to synthesise anti-telepathic warheads from Blood Dilithium, capable of eradicating populations on a planetary scale. Were such efforts to succeed, genocide of species such as the long-hated Brenari would become a probability.
* A member who has reached the rank of Commander may submit a fiction proposal to the Intelligence Office. This is not necessary for fiction based on their Primary Command.
* The proposal should explain the premise of the story, a loose estimation of expected length, and what it contributes to Bravo Fleet canon, present or historic. It should include a broad activity commitment, such as '1 Story posted per month.' This is not a binding agreement, but helps the Intelligence Office identify inactive fictions.
* Proposals for fictions set on Starfleet ships in Year must be sufficiently original or distinctive to justify why the story cannot be written on a member's Primary Command which, as above, do not require a proposal submission.
* Fictions set in Year must draw from ships in the Bravo Fleet Registry (see Section 5) and are subject to the same rank-based restrictions of ship classes. Fictions not using Starfleet ships should discuss their ship, station, or concept needs with the Intelligence Office so an appropriate registry entry can be created.
* Fictions not set in Year should not draw from ships in the Bravo Fleet Registry. Members are subject to the same rank-based restrictions of classes (for example, a Lieutenant Commander writing a fiction set in 2375 still cannot request a Sovereign-class), but of course can request era-appropriate ship classes not listed in the registry.
* A new fiction will have its own Command on BFMS, assigned to the member. This Command is for use solely within the bounds of the accepted fiction proposal, and must not be used as a Primary Command (see 5.2 below).
* Bravo Fleet fiction supports and enriches Bravo Fleet Canon, present and historic. Proposals from non-Trek settings will be rejected. Proposals from alternate universes of Star Trek will need to demonstrate their relevance to Bravo Fleet Canon content, themes, or characters to be accepted.

In Play
Section 5 - Registry
* The subspace wave pulse on October 14th, 2400 and subsequent growth of Blood Dilithium throughout the Gradin Belt mark the beginning of the Blood Dilithium Campaign.

* All we know is that the dilithium glows red, grows on things around spatial anomalies, and it causes violent erratic behaviour in telepaths who get too close. Feel free to present your crew's theories on how it got there, why it's affecting telepaths this way, and/or how to get rid of it.
Section 5.1 - Registry Definition
* Starfleet's key priority is to seek out as much Blood Dilithium in widely varying locations as possible for study. This does not supersede humanitarian concerns, however, and your ship remains expected to divert its attention to any developing disasters resulting from dilithium growth itself or the resulting actions of outside parties.

* The registry lists all starships, starbases, and other entities available to Bravo Fleet for use as Commands or Games.
* The registry’s purpose is to maintain consistency across Bravo Fleet and its ongoing canon. As such, entries will not be added to, removed, or altered from the registry without permission of the Intelligence Office.
* The registry represents the In Character starships and starbases available to the Fourth Fleet in Year, and the starships and starbases available for Games and Commands.
** Exceptions such as non-Starfleet ships or ships of a different era have been created for Fictions or Games, and may not be used as Primary Commands. These will be more often added, deleted, or altered.
** The use of registry entries in Games is governed by Section 4 of the Operations Policy.
* Ships in the registry should only be used in lore by the members or Task Forces (in the case of TFHQ ships or Flagships only) to which they are assigned. Events involving registry ships prior to Year may be referenced in circumstances such as character service records and backstory. If a story requires another ship, it should use a name not listed in the registry and would fall within the bounds of member canon.
* Members should not apply for Commands on BFMS until they are ready to acquire or change their Primary Command, or for a fiction/RPG proposal to be discussed with the Intelligence Officer/Operations Officer. Draft Commands or proposals self-identifying as WIPs will have their registry link removed or be deleted.

Section 5.2 - Primary Commands (Starships and Auxiliary Craft)
* Primary Commands are attached to a member's dossiers as their character's starship or auxiliary craft. They are the vessels assigned In Character to a member’s Task Force in the Fourth Fleet in Year.
* Members can write on their Primary Command on their own or with others. Writing with others on a Primary Command does not require a proposal or activity commitment being sent to the Intelligence Office. Members may not use their Primary Command as an RPG; ie, they may not openly recruit for crew or create a separate website, and collaboration should be limited to invitation-only. RPGs which any member of the Fleet may apply to join must be accepted by the Bravo Fleet Operations Officer, and thus Primary Commands are unsuitable for this purpose.
* Members may only have one Primary Command. Requesting a new eligible Primary Command will result in the current registry ship being removed from the member's dossier and returned to the pool of available ships. This includes any member 'upgrading' from a Raven-class to a starship command at Lieutenant Commander.
* Primary Commands will be removed from a member's dossier upon transfer to the Reserves.
* When a member reaches the rank of Ensign they may request a ship on the registry for use as their Primary Command. Ship classes available are unlocked upon reaching certain ranks.

Section 5.3 - Primary Commands (Starbases)
* Starbases as an Primary Command work the same as starships, but are subject to different requirements. They represent starbases assigned In Character to the member’s Task Force in the Fourth Fleet in Year.
* When a member reaches the rank of Commander they may request a starbase from the registry for use as their Primary Command. This is instead of a starship, not in addition to.
* Registry Starbases are created by the Intelligence Office, and will have their own wiki article explaining the location and setting material relevant to that starbase that has been ratified by the Intelligence Office. This is Fleet Canon that cannot be altered without permission of the Intelligence Office, even by the member to whom the starbase registry is attached. As such, members should heavily consider their choice, as a Starbase Command is under more restrictions and requirements from the Intelligence Office.
* Starbase classes available are restricted by rank.

Section 6 - Content and Ratings
* Bravo Fleet uses the RPG Rating System to define appropriate content based on three metrics: Language, Sex, and Violence. RPGs and Fictions should not use the MPAA rating system (G, PG, etc.)
* The default rating for Bravo Fleet content is 1-1-1. All official fiction from Task Force Staff and the Intelligence Office must remain rated 1-1-1.
* Members may write stories of a higher rating, but this must be listed on their Command page on BFMS. They may freely designate their rating up to Language: 2, Sex: 2, and Violence: 2 (16+ age rating).
* No content may inappropriately depict acts of sex, assault, or violence. Appropriate content is determined by Bravo Fleet Command. We appreciate ratings are not absolute in their guidelines; please consult the Intelligence Officer if you are unsure.
* Sexual violence should be addressed, if at all, with particular care. It should never be depicted directly in a scene, or be discussed by characters in any detail. Reference to sexual violence of any sort should never happen without the explicit OOC permission of every member involved in the story and, in RPGs, the GM. Stories may be removed at the Intelligence Officer's discretion, as per the above on appropriate content.

Section 7 - Task Force Storytelling
* The Intelligence Office assigns each task force a headquarters, consisting of a starbase or deep space station.
** Task Force Staff may develop the lore for the surrounding region of space in concert with the Intelligence Office.
** Task Force Headquarters areas are open for all members to use in their storytelling.
** The Commanding Officer (and relevant senior staff) of each base should be recurring NPCs, with biographies written on the wiki. This allows members to use these characters in their own fiction.
* The Intelligence Office assigns each task force a flagship.
** Task Force Staff may use the flagship in official task force fiction releases to inspire other members’ stories and/or in a cameo capacity in members’ stories.
** Task Force Staff may not use the flagship in place of their own primary command for personal storytelling.
* Task Force staff are expected to produce fiction updates on a regular basis, which help members get a sense of their task force’s theme and the area of its headquarters.
** Fiction updates should be approved by the Intelligence Office before release.
** Fiction updates should be posted on Bravo Fleet Command in the mission indicated by the Intelligence Office for that purpose.
** Fiction updates should be excerpted (up to 250 words) in the Task Force Report, which is scheduled by the Operations Office.
** Additional releases not tied to a report may be posted, but are still subject to Intelligence Office approval.

Canon Policy

Last Update: October 7 2022

Section 1 - Fleet Canon

Section 1.1 - Defining Fleet Canon

  • Bravo Fleet Canon comes from two sources: on-screen Star Trek (defined as official Star Trek films and television programs) storytelling and original canon developed within Bravo Fleet.
  • Everything in Star Trek on-screen canon is considered canon to Bravo Fleet. If on-screen sources directly contradict each other, the more recent source, measured by air date, takes precedence.
  • Original Bravo Fleet Canon consists of material created specifically for Bravo Fleet. This content has been explicitly created or ratified by the Intelligence Office. Bravo Fleet Canon will be recorded on the wiki in articles containing the Bravo Fleet Canon icon (usually in the top-right of the page). Articles that do not contain that icon are Member Canon (see Section 1.3) and should be used accordingly. The icon is a miniaturised version of the Bravo Fleet logo, as below (other icons refer solely to categorisation, and have no bearing on an article's status in Fleet Canon):
  • Sources other than on-screen canon and original Bravo Fleet Canon are not considered canon within Bravo Fleet, though they can be used as inspiration. Novels, production notes, published technical manuals, video games, and all other non-screen Star Trek content are not canon to Bravo Fleet.
  • If new on-screen canon contradicts established Bravo Fleet Canon, the Bravo Fleet Canon will be re-written or retconned to comply.
  • Individual games and fictions are required to follow Bravo Fleet Canon; their stories may involve new additions but must not contradict or deviate from Bravo Fleet Canon. Bravo Fleet is a cooperative writing group, and its strength comes from bringing people together to tell stories.
  • The canon and Canon Policy apply to historical games and fictions. They are part of the shared universe of the Bravo Fleet Canon, set in different eras.
  • Games and fictions set in alternate realities or non-Trek settings have no relation to the Bravo Fleet Canon, and each exists within a unique setting in adherence to their original game or fiction proposal.

Section 1.2 - Creating Fleet Canon

  • All additions to Fleet Canon must be ratified by the Intelligence Office. Until that point, content should be considered Member Canon (see Section 1.3).
  • Significant changes to Task Force stories must be approved by the Bravo Fleet Intelligence Officer.
  • New non-canon Federation member species must be approved by the Intelligence Officer.
  • New minor foreign powers with regional influence must be approved by the Intelligence Officer.
  • Significant development to on-screen species or cultures (ie, facts which anyone writing them would likely need to know) must be approved by the Intelligence Officer.
  • New Starfleet starship, space station, and small craft classes and specifications must be approved by the Intelligence Officer. Likewise new Klingon, Romulan, or Cardassian starships.
  • No addition to Bravo Fleet canon is considered official until it has completed all approval requirements and been added to the Bravo Fleet wiki in a format that provides complete, usable information that others may build on. These articles will be clearly identified as Bravo Fleet canon as per Section 1.1.

Section 1.3 - Member Canon

  • Content that has not been explicitly ratified by the Intelligence Office is considered Member Canon. This includes character biographies and the events of fiction plots and game missions unless they meet the above criteria.
  • Member Canon is binding only to the stories and games in which it appears. Storytellers, Game Masters, and writers of other fictions and games are not obligated to adhere to these details, worldbuilding, or plot developments.
  • The status of Member Canon is not a value judgement or reflection of quality. With so many stories and games over many years, it is not realistic for all their details to be known to all members, or to have been reviewed by the Intelligence Office. Likewise, with many distinct personal tastes and creative preferences, the existence of Member Canon allows writers with diverging interests to co-exist within the Fleet.
  • Member Canon may be added to the wiki, particularly on a starship’s article or, for example, adding worlds or locations to a region other creators may choose to draw on for their own writing. Such articles will not include the Bravo Fleet Canon icon and should be treated as optional content to draw on.
  • The nature of Member Canon necessitates limitations to its scope.
    • A colony world of a canonical Federation member, such as humans or Andorians.
    • A starship captain of another major power, be they ally or enemy.
    • A stellar phenomenon with local effect.
    • If you are unsure of the scope of your story detail, please contact the Intelligence Office for advice. A rule of thumb is, ‘Is this essential knowledge for any Bravo Fleet creator writing in this topic/location?’ and remember that the galaxy is a big place.
  • Member Canon should not include characters or ships from Star Trek Canon, such as the USS Enterprise or Admiral Kathryn Janeway. References to them should use recent Star Trek Canon (such as Star Trek: Picard) or, where extant, Fleet Canon. For example:
    • We do not know the present status of Benjamin Sisko. Avoid mentioning his current circumstances at all.
    • We do not know the specific status of Deep Space Nine; its design, its crew, its captain. It is reasonable to mention the existence of DS9, with its key position at the mouth of the wormhole, but do not go into details.
    • Characters should not be an old friend, protégé, relative, etc, of any character in Star Trek Canon.
    • Characters should not share a full name (or name they are known by) with canonical characters (for example: ‘John Reed’ would be an acceptable character name, but ‘Willard “Will” Riker’ would not be).
  • Contradictions in Member Canon are expected, and tolerance is encouraged, especially if they occur within separate stories. If this is impossible, such as within a collaborative fiction, it is best to justify the co-existence of such details or reach a compromise. Should such again be impossible, contact the Intelligence Office for a judgement.
  • Strong and interesting ideas that flesh out the setting may be adopted by the Intelligence Office into Fleet Canon. This will occur at the Intelligence Office’s discretion.

Section 1.4 - Character Ranks and Assignments

  • Any character may hold any rank up to captain or your fleet rank, whichever is higher.
    • For ranks above captain, you will need to contact the Intelligence Officer to request the assignment of the appropriate fleet captain or flag rank.
  • By default, all characters on the BFMS use the Starfleet rank set appropriate to our in-character Fourth Fleet in the year 2401.
    • To use historical or alien ranks, you will need to contact the Intelligence Officer to request the assignment of the appropriate rank.
  • If you hold a BFC-level staff position, your primary character should be the character holding that position in the Fourth Fleet and should be set as a story character assigned to Fourth Fleet Command.

Section 2 - Timeline

The Bravo Fleet timeline advances 1 year IC for every 1 year OOC. The in-character year will advance on January 1 of each year. The timeline may be advanced immediately by the Bravo Fleet Intelligence Officer.

Section 3 - Bravo Fleet Wiki

  • The wiki will be maintained by the Intelligence Office.
  • All members may contribute to the Bravo Fleet Wiki, making additions in adherence to the definitions of Fleet canon in Section 1.
  • Articles that are part of Bravo Fleet Canon will be clearly labeled confirming their content has been approved by the Intelligence Office.
  • Articles not labeled should refer to a game or fiction’s personal canon and must remain small-scale story elements in adherence to Section 1. Bravo Fleet members may choose but are not bound to adhere to this content.
  • Content on the wiki is In Character unless specified otherwise.

Section 4 - Fiction

Section 4.1 - Defining Fictions

  • Fictions are stories written by individual members that take place within Fleet canon. Stories with multiple writers count as role-playing games, which fall under the purview of the Operations Department.
  • Fiction is written on BFMS or linked to from a Command’s page on BFMS.
    • Each Task Force’s Headquarters is a Command on BFMS. While any Task Force member may write a Story there, its major purpose is for members under the rank of Lieutenant Commander to write in accordance with the guidelines on the Command page. This writing is free-form and offers members a venue to express themselves and participate in fleet canon before they have their own ship.
    • A member who has reached the rank of Lieutenant Commander with an Primary Command of their own (as per Section 5.2 below) may write fiction set within fleet canon based around this starship.
    • Other fiction may be written after a submitted proposal is accepted by the Intelligence Office.

Section 4.2 - Fiction Proposals

  • A member who has reached the rank of Commander may submit a fiction proposal to the Intelligence Office. This is not necessary for fiction based on their Primary Command.
  • The proposal should explain the premise of the story, a loose estimation of expected length, and what it contributes to Bravo Fleet canon, present or historic. It should include a broad activity commitment, such as '1 Story posted per month.' This is not a binding agreement, but helps the Intelligence Office identify inactive fictions.
  • Proposals for fictions set on Starfleet ships in 2401 must be sufficiently original or distinctive to justify why the story cannot be written on a member's Primary Command which, as above, do not require a proposal submission.
  • Fictions set in 2401 must draw from ships in the Bravo Fleet Registry (see Section 5) and are subject to the same rank-based restrictions of ship classes. Fictions not using Starfleet ships should discuss their ship, station, or concept needs with the Intelligence Office so an appropriate registry entry can be created.
  • Fictions not set in 2401 should not draw from ships in the Bravo Fleet Registry. Members are subject to the same rank-based restrictions of classes (for example, a Lieutenant Commander writing a fiction set in 2375 still cannot request a Sovereign-class), but of course can request era-appropriate ship classes not listed in the registry.
  • A new fiction will have its own Command on BFMS, assigned to the member. This Command is for use solely within the bounds of the accepted fiction proposal, and must not be used as a Primary Command (see 5.2 below).
  • Bravo Fleet fiction supports and enriches Bravo Fleet Canon, present and historic. Proposals from non-Trek settings will be rejected. Proposals from alternate universes of Star Trek will need to demonstrate their relevance to Bravo Fleet Canon content, themes, or characters to be accepted.

Section 5 - Registry

Section 5.1 - Registry Definition

  • The registry lists all starships, starbases, and other entities available to Bravo Fleet for use as Commands or Games.
  • The registry’s purpose is to maintain consistency across Bravo Fleet and its ongoing canon. As such, entries will not be added to, removed, or altered from the registry without permission of the Intelligence Office.
  • The registry represents the In Character starships and starbases available to the Fourth Fleet in 2401, and the starships and starbases available for Games and Commands.
    • Exceptions such as non-Starfleet ships or ships of a different era have been created for Fictions or Games, and may not be used as Primary Commands. These will be more often added, deleted, or altered.
    • The use of registry entries in Games is governed by Section 4 of the Operations Policy.
  • Ships in the registry should only be used in lore by the members or Task Forces (in the case of TFHQ ships or Flagships only) to which they are assigned. Events involving registry ships prior to 2401 may be referenced in circumstances such as character service records and backstory. If a story requires another ship, it should use a name not listed in the registry and would fall within the bounds of member canon.
  • Members should not apply for Commands on BFMS until they are ready to acquire or change their Primary Command, or for a fiction/RPG proposal to be discussed with the Intelligence Officer/Operations Officer. Draft Commands or proposals self-identifying as WIPs will have their registry link removed or be deleted.

Section 5.2 - Primary Commands (Starships and Auxiliary Craft)

  • Primary Commands are attached to a member's dossiers as their character's starship or auxiliary craft. They are the vessels assigned In Character to a member’s Task Force in the Fourth Fleet in 2401.
  • Members can write on their Primary Command on their own or with others.
  • Members may only have one Primary Command. Requesting a new eligible Primary Command will result in the current registry ship being removed from the member's dossier and returned to the pool of available ships. This includes any member 'upgrading' from a Raven-class to a starship command at Lieutenant Commander.
  • Primary Commands will be removed from a member's dossier upon transfer to the Reserves.
  • When a member reaches the rank of Ensign they may request a ship on the registry for use as their Primary Command. Ship classes available are unlocked upon reaching certain ranks.
Ship classes by rank
Ensign Lieutenant Commander Commander Captain
Raven Aquarius Akira Century
California Defiant Galaxy
Challenger Excelsior II Inquiry
Cheyenne Gagarin Manticore
Diligent Intrepid Obena
Grissom Luna Odyssey
New Orleans Nebula Prometheus
Norway Olympic Ross
Nova Pathfinder Sovereign
Parliament Rhode Island Typhon
Reliant Sutherland Vesta
Saber

Section 5.3 - Primary Commands (Starbases)

  • Starbases as an Primary Command work the same as starships, but are subject to different requirements. They represent starbases assigned In Character to the member’s Task Force in the Fourth Fleet in 2401.
  • When a member reaches the rank of Commander they may request a starbase from the registry for use as their Primary Command. This is instead of a starship, not in addition to.
  • Registry Starbases are created by the Intelligence Office, and will have their own wiki article explaining the location and setting material relevant to that starbase that has been ratified by the Intelligence Office. This is Fleet Canon that cannot be altered without permission of the Intelligence Office, even by the member to whom the starbase registry is attached. As such, members should heavily consider their choice, as a Starbase Command is under more restrictions and requirements from the Intelligence Office.
  • Starbase classes available are restricted by rank.
Starbase classes by rank
Commander Captain Fleet Captain Attached ships (Available at Captain)
Jupiter Anchorage Canopus Aquarius
K-Type Copernicus Unity Centaur
Regula Presidium Defiant
Vision Watchtower Diligent

Section 6 - Content and Ratings

  • Bravo Fleet uses the RPG Rating System to define appropriate content based on three metrics: Language, Sex, and Violence. RPGs and Fictions should not use the MPAA rating system (G, PG, etc.)
  • The default rating for Bravo Fleet content is 1-1-1. All official fiction from Task Force Staff and the Intelligence Office must remain rated 1-1-1.
  • Members may write stories of a higher rating, but this must be listed on their Command page on BFMS. They may freely designate their rating up to Language: 2, Sex: 2, and Violence: 2 (16+ age rating).
  • No content may inappropriately depict acts of sex, assault, or violence. Appropriate content is determined by Bravo Fleet Command. We appreciate ratings are not absolute in their guidelines; please consult the Intelligence Officer if you are unsure.
  • Sexual violence should be addressed, if at all, with particular care.

  • The Intelligence Office assigns each task force a headquarters, consisting of a starbase or deep space station.
    • Task Force Staff may develop the lore for the surrounding region of space in concert with the Intelligence Office.
    • Task Force Headquarters areas are open for all members to use in their storytelling.
    • The Commanding Officer (and relevant senior staff) of each base should be recurring NPCs, with biographies written on the wiki. This allows members to use these characters in their own fiction.
  • The Intelligence Office assigns each task force a flagship.
    • Task Force Staff may use the flagship in official task force fiction releases to inspire other members’ stories and/or in a cameo capacity in members’ stories.
    • Task Force Staff may not use the flagship in place of their own primary command for personal storytelling.
  • Task Force staff are expected to produce fiction updates on a regular basis, which help members get a sense of their task force’s theme and the area of its headquarters.
    • Fiction updates should be approved by the Intelligence Office before release.
    • Fiction updates should be posted on Bravo Fleet Command in the mission indicated by the Intelligence Office for that purpose.
    • Fiction updates should be excerpted (up to 250 words) in the Task Force Report, which is scheduled by the Operations Office.
    • Additional releases not tied to a report may be posted, but are still subject to Intelligence Office approval.
