Raeya III, or just Raeya, is a resource-rich Class M planet home to the Raeyan people. The planet's president is Ralcif Quilles and the ruling body is known as the Raeyan Dytaal. The re-established Starfleet base Hawkeye Island is located on Raeya III.
Situated in the Raeyan System, Raeya III is a class M planet with a population of roughly 447 million Raeyans. Mild temperatures and high humidity across the planet have created a varied selection of plant life and some of the best vacation and travel spots in the sector. It has two moons, and plenty of naturally occurring liquid water which helped give life to the native people. Geologically, the planet has fairly mountainous terrain making up the majority, with small oceans and the land masses are fairly evenly spread. Raeya III also has several thousand species of plant and animal life. While split into continents, the actual territory is divided up into city-states rather than countries or territory necessarily divided by land. The Mayors of these cities make up Raeya III's government, the Dytaal. The most well known area by the Federation is the Randa Islands and the Starfleet base there, known as Hawkeye Island.
First discovered when the Fourth Fleet was a year into it's operations and moved to the Raeyan Sector. The planet was found to be abundant in several useful metals and other resources. Being the first planet contacted in the sector, and thereby naming the rest of the region, the Raeyans have seen peace and war alongside the Federation. Under a Federation Protectorate status since around their discovery, the planet and its people have seen the new Federation culture permeate society over the last decade. Through war and even being conquered and eventually vanquished, Raeya III is one of the last important locations in the sector, still seeing some of what's left of Starfleet's once massive presence in the sector.
The Raeyan Dytaal is a voting council of all the Mayors of Raeyan cities. Other positions include Senior Ministers and the President, and the Dytaal is responsible for all planet-wide decisions. It also commands the Raeyan Guard to keep the Raeyans secure. The Dytaal, including the Randa Island leadership, is the major force that interacts with the Federation's forces still on the planet.
The planet, like most other homeworlds of developed civilizations, evolved with it's people. The Raeyans evolved on the planet and while never seeing any major wars between its people, has seen tragedy. Industrialization set it around 2120, and science became one of the leading roles of the planet's society. Space travel was invented in around 2250's while warp drive in the year 2305. While the Raeyans never really traveled out of system, due to two major factors: religion and sensor technology. Terraforming and colonization of Raeya II took place years before contact with an alien power and represented the pinnacle of Raeyan achievements.
In 2372, the Raeyans had first contact with space faring people other than their own, through the Federation's Fourth Fleet. A technological and cultural revolution took place, as the Raeyans were eager to accept Federation technology as a Protectorate world. Two major installations were built on and around the planet itself, first Starbase Bravo and then Hawkeye Island. Raeya III and the rest of the system became the center of activity for all Raeyan Sector activity as the Raeyans enjoyed the most peaceful and prosperous time of their existence. This only lasted a few as the C'hakilian War ravaged through the region, conquering the sector and occupying Raeya III. While the C'hakilians were eventually driven out of the sector and off the planet about a year after the war started, it was at the cost of millions of Raeyan lives, including the complete destruction of Raeya II.
Most scars are healed, but there is some resentment for the Federation not being able to protect Raeya III as well as originally thought. There has been some increased political resistance from some officials after the war, but most realize the vast benefits that Starfleet and the Federation has to offer. In 2386, when most of the Starfleet forces withdrew from the sector, leaving only critical ships and installations to protect what intrests were left. Starbase Bravo, and Avalon Fleet Yards were decommissioned, leaving only Hawkeye Island as the last Federation base in the Raeyan System. This caused some Raeyans to became very suspicious of the Federation's ability to protect the planet and its people voiced chiefly by Jadia Nalla Sharan and even Pro-Federation Jarod Fllacti. However, after their untimely deaths, new leadership has wished to strengthen the bonds even more.
Notable Cities & Locations
Architecture carries a very high aesthetic value. Most buildings place the "look" of the structure slightly above the function, due mostly to the fact that the planet has never suffered from an overpopulation crisis. The introduction of the Federation in the early 2370's has revolutionized the way Raeyans construct buildings, through materials and methods allowing buildings to be taller than ever in Raeyan history. There are several factories around the planet, but no where near to the extent of the Industrial Revolution of Earth.
Because of the nature of the Raeyan government, given that the planet is separated into smaller incorporated cities rather than larger predetermined territory, most cities focus on one industry, and rely of the export of their trade to import what they may not have. The annexation of Raeya III under the C'hakilian Empire brought about some change to select Raeyan cities. While they were, for the most part, unscathed by the invasion since no significant fighting took place between the Raeyans and C'hakilians. The C'hakilians, however, did build the foundations of industry for use in the C'hakilian war effort, and some remants of that still remain.
An archipelago situated in the tropics of the southern hemisphere. Consisting of 11 major islands and several dozen smaller land masses, mostly recognized as a part of the larger islands, the Randa Islands are a private owned group of islands. The living population sits around 2 million, with millions more each year in tourists. Being a place with beautiful beaches and some of the best weather on the planet, the islands have become a major travel destination for the Raeyans and even other species. Home to several large casinos, resorts, and a major Starfleet base, the Randa Islands are among the most well known areas in the entire Raeyan Sector.
Originally built as a Starfleet Marine Corps base, and now the last Starfleet base in the Raeyan System, Hawkeye Island serves as the main force of Federation protection for the planet. The land was donated by the Holy Monarch of the Randa Islands, and the base was soon built afterward. In orbit, the starbase has several drydocks as a response to the decreased Starfleet forces in the sector, while on the surface the island has expanded to become more than just a specialized Marine Corps base. Boasting larger medical, and science departments since the island saw the 2nd Marine Expedition Force leaving, while keeping the small Judge Adovocate General, Research and Development, Shorn Correctional Facility, and most of the Marine training facilities. Still home to defining characteristics such as the 106th Blue Wolves, a large Marine Corps contingent, even some political instability, Hawkeye remains as one of the Reayan Sector's premiere starbases.
The capital city of Raeya III, and home to the Raeyan Dytaal Council Chamber. With a population of approximately 6 million, Martonye is both the governmental and educational centers of Raeya while also representing the collective heart of the people. Situated on a tall cliff edge overlooking Nantil Bay, the city has some of the planet's most striking building designs in Raeyan history. Combined with both centuries old structures along with modern towers, it makes the capital city an impressive place for many. Nantil Bay is famous for crystal clear waters completing the view from inside the city and out.
The Dytaal Chamber is an ancient building, built by the Raeyans more than 350 years ago as a temple for their gods. Made out of a sandstone material with a domed roof, it is a testament to centuries old building techniques. The new Raeyan Universities and Scholar's center is also in Martonye. Built in 2381 by both Raeyan and the Federation, the university is the most prestigious school complex on Raeya, with colleges in law, medicine, sciences, philosophy, and archaeology. The campus is a very modern complex, in contrast to the old Dytaal Chamber.
Home to Raeya's storied maritime traditions, Sereni is one of the most populus cities on the planet. With a population in excess of 8.5 million, Sereni is one of the most powerful cities in the Dytaal council. Based on Repithori Peninsula, only about 150 kilometers south of Martonye, the city has several major sea ports. Even with the Federation giving access to other forms of transportation, the Raeyans still use water craft as a major mode of getting around and for the fishing industry, be those craft powered by engines or wind. The city also as a space port, able to hold a couple hundred shuttlecraft-sized ships.
Taimaes is the agricultural center of the Raeyan people. Taimaes is far up north where the temperatures allow the growth of hundreds of different kinds of crops, both Raeyan natural and some alien food as well. A small town close to the ocean with large farms in the outskirts gives a total population of 1.5 million, with several generations of Raeyans living there, passing down the farms over time, working in the sun and soil providing real food for the Raeyan people.
Ayrenis is situated on the northern edge of the Katal Rau Mountains. Its very name means "gateway," and it overlooks the only major pass through the Katal Rau Mountains and the Zakin Mountains. A very southern city, Ayrenis swaps the jungle of most of the middle portions of the planet for a large and dense forest cover most of the nearby mountain ranges. With the Deltai River flowing through, with fresh water runoff from the mountains, Ayrenis is a fairly islolated city, but still boasts a hefty 3.5 million population. The dense forests surrounding the city, is still mostly unexplored and is a common adventure spot for young Raeyans. There are many cliffs on and around the mountains, created chiefly tectonic activity, and also has the highest elevation above Raeya's sea level, Mount Astiki.
At the foothills of the Katai Mountains is Kanar-at. A city with many factories and manufacturing plants, Kanar-at used to be infamous for the corporate greed and corruption, but has since changed considerably. With around 2 million inhabitants, the city is well known for being the city that invented the Raeyan warp drive, but also boasting several former C'hakilian weapon manufacturing facilities. Compared to the average Raeyan, however, Kanar-at has a rather low standard of living. Old, run down apartment buildings are the most common sight. The Monarchy of Randa and the Federation has renewed efforts to help fund new school and construction projects.
The famed buisness and trade center of Raeya III is Mihera. Modern skyscrapers and line the streets for businesses or high end condominiums. Mihera is home to the 5 largest and tallest buildings on Raeya III, along with several large banks, such as Raeyan Citizens Bank, The Royal Trade Bank, Reayan Maritime Bank, and the Raeyan Precious Metals Exchange. These banks have set the tone for the Raeyan economy many times, having the power to set prices and trading margins on the goods Raeya III has to offer to it's citizens and the galactic community. A large population of 7 million Raeyans live there, and has seen growth in the recent years with the Federation. Mihera is home to high fashion, old theaters, fine cuisine, museums and a well-off urban lifestyle.
