The Kartelan are a humanoid species native to sector 490 of the Delta Quadrant. Something like Soul Keepers?  All top society officials can go to a Soul Keeper who transfers their <Insert Alien Word Here> before death?  Memories and emotions, so that an individual can never die?  Their society has a collective wealth of memories and emotions; their entire history documented by a chosen few?  A gifted few who house all memories?  Their ability to do this is based on social class?  Something like a flame keeper; religious thing?

Or maybe only the high society/wealth get their memories chronicled?  So common people are forgotten... they die and fade to nothingness. They fight to transfer their memories (alien soul) to the Keepers so that they too can live forever in memory... Which convolutes the collective pool of emotion and memories?  Common people are guilty of pushing their memories onto Keepers (a sort of memory attack) to preserve themselves too.

Maybe the Keepers are not chosen?  Something about them makes them special; and they can assent from any cast, level of society.  Maybe they have silver blood or something?  Something that makes them able to host all those memories/emotions and connect with other Keepers.

When they are around other telepaths they get a mild stage of dementia, Vulcans, etc.  Some are even known to recall memories from their childhood.  A 50 year old male might jump right back to their days of youth; getting confused and thinking they are a child again, calling out for their parents.

They cause "life to flash before their eyes" and sometimes other telepaths get stuck in memories prior.

Only to go back to normal after a few hours of distance.
