Jupiter-class stations are permanent research facilities, and as such their basic design allows for significant modifications depending on the intended site and purpose of each starbase's construction. They have sophisticated sensor arrays and extensive laboratory facilities as standard, as well as space to support and operate a significant number of shuttles and runabouts. Stations built for astronomical research may have their sensor arrays expanded, sacrificing other facilities, space, and power capabilities to support them. Laboratory configuration, likewise, is heavily dependent on the station's primary purpose.

This variety was achieved with a modular design, stations built with stacking sets of saucer-shaped hulls that each serve a different function or follow a different design layout, and can be selected upon construction to meet the overall station's needs. The antennae and sensors extend from the bottom of the central connecting hull.

The first constructed was the eponymous Jupiter Station, replacing an aging facility in the Sol System that predated the founding of the Federation. Though built to develop computer science technology, the designers knew that inhabitants would expect it to offer space and comfort due to its proximity to Earth, and a whole saucer module of Jupiter Station itself is committed to recreation and hospitality. Other stations constructed in the wake of Jupiter Station's success may not share these luxuries, but the need for modernity and comfort has largely persisted across designs.

In 2399, Jupiter-class stations are deployed either as research outposts in safe frontiers, or development facilities within secure Federation borders. They are capable of defending themselves from thieves or raiders, as designers recognised the likelihood of Jupiter-classes housing valuable information or technology, but are not expected to withstand a military assault.
