It is located in a valley, as Starfleet found the rain shadow effect in this small strip of land to be a useful reprieve from the humidity present everywhere else. Even still, local flora and fauna are a consistent worry. Civilian facilities are interspersed with Starfleet ones. When fully constructed, Houtman will support a crew of over a thousand.

Outpost Houtman has a Starfleet crew commanded by a Starfleet commander. The new colony slowly being established around the outpost is under civilian control, but its leaders defer to Starfleet in most matters.
Commissioned in the year 2293, shortly before the signing of the Khitomer Accords, the Watchtower-class Eos Station was a military outpost along the Romulan Neutral Zone. Charged with gathering intel on the Romulans, defense of the Federation borders, and keeping tabs on our Romulan neighbors, Eos Station was the best of the best. Equipped with all the latest technology of the day, Eos Station was a shining beacon for the Federation.


== History ==
Following the Tomed Incident in 2311, the Romulan Star Empire entered a prolonged period of total isolation. In that time, politics changed, people changed, and the Federation’s needs changed. Once a part of the old guard, Eos was relegated to an overequipped, unimportant outpost along a border of the Federation that seemingly no longer mattered. Over the following decades, Eos fell into disrepair due to her low priority status. 2400 was the year that changed everything for Eos Station as the collapse of the Romulan Star Empire of Rator and de facto Romulan civil war changed the landscape once again. Revived and brought back to life, Eos Station is called upon again to serve the borders of the Federation, this time opposite Romulan space from the Romulan Free State, as well as many other unknown independent Romulan factions all vying for control.
The Sheo system was discovered on the coreward frontier of Federation space near to the Breen border in the mid-2300s, but was not fully surveyed until 2400 when it was visited by the USS ''Walker''. Long sense thought to be unremarkable, or at least unappealing for colonization because of its tempestuous climate and hostile lifeforms, a massive dilithium deposit was discovered on Sheo II and Starfleet elected to establish a presence there. Outpost Houtman was established in late 2400 with a Starfleet crew, and limited civilian settlement surrounding the core structures was also authorized for a trial period to confirm the viability of colonization. Starfleet's core goal with this outpost is to ensure that the dilithium is extracted ethically and keeping with environmental laws, while also keeping an eye on the region with a new subspace listening post and deep space sensor array, designed to help plot both patrol and exploratory routes in the coreward Alpha Quadrant.
