''Swiftsure'' acts in a multi-mission role prioritising dealing with emerging situations that threaten Starfleet’s interests in the area. Outside of these, she primarily supports frontier operations on behalf of the [[Federation]], focusing on development of local defensive infrastructure and rooting out local piracy and facilitating colonial development. These missions make full use of her speed, armament, and extensive secondary craft capabilities while harnessing her extensive capabilities as a utility vessel.
Initial efforts to stabilize the Barzan Wormhole were conducted in 2389 and a ''Jupiter''-class station—Deep Space 38—was deployed near the wormhole to house a fixed verteron array. Recognizing the importance of this position, Starfleet ordered the construction of a spacedock-type station to guard this new gateway to the Delta Quadrant. The ''Guardian''-class station design had just been finalized for production, and so this vital locale was assigned one of these massive, new stations.


In 2397 upon the accession of the Barzan into the Federation, Deep Space 38 was renamed Starbase 38. Construction proceeded over most of the 2390s, with the station entering service in 2399 under the command of Rear Admiral Thomas Belvedere. Home to Task Force 38 and later to Task Force 9, this station quickly became a hub of interstellar politics and trade.
Under the command of Captain Addison Faust, the squadron’s deputy commander, the ''Swiftsure'' has prioritised  upholding the interests of Federation citizens in the Midgard Sector. This includes defence of the Midgard Colony and its commercial and industrial affairs, but has also increasingly incorporated protecting and assisting corporate and colonial ventures beyond Federation space. Captain Faust has notably taken a dim view of the disruption of local pirates or political factions such as the Romulan Rebirth Movement, and retains a strong tactical profile of her ship to ensure the frontier remains a stable front for a Federation still reeling from crises such as Frontier Day.


In early 2399, the Barzan system was attacked by the Breen, in a raid that destroyed several starships and resulted in the death of Vice Admiral Jonathan Knox. Since then, Starfleet has deployed additional defense platforms around the station and maintains a heavy patrol presence.
