Base Rho-7 is a Regula Class research facility at the coreward-spinward Federation border. Some light-years from the Zakdorn homeworld, it was constructed in the early 24th century to study the Talvath Cluster, a nebula at the edge of Federation and Romulan Star Empire space. Intentions to build a deep-space array for study of the Delta Quadrant were abandoned with alternative opportunities for its exploration, and the facility has retained a low priority for Starfleet research since.

It is one of the most distant and remote research facilities still technically within Federation borders.
