In late 2379, Starfleet Commodore Rolf Emerson was promoted to Marine Brigadier General and TF63's XO within the 4th Fleet. Using his new position, he submitted an idea for refitting the Kelvin class Starship, which was nearing ten years old. He suggested the ship, which already had tremendous firepower, add a Nebula style pod. This would allow the class to either mouth a weapons pod for combat situations, or sensor pod for Starfleet's primary role, exploration. Other modifications included increasing the width of the ship's engineering hull to house additional facilities for Marines, aux craft, and cargo space.

At first, these changes were viewed as un-needed, however following the loss of the USS France, a Kelvin class vessel, to a renegade Klingon Neghvar class ship, the plans were re-reviewed. Minor changes were agreed on by the 4th Fleet's Staff and the design submitted to Starfleet Command. The refit design was approved, but only in limited numbers, similar to the Galaxy Refit and Sovereign Refit (Intimidator class). Of the six Kelvin class ships under construction, four were chosen to be refit, while none of the operational ships would see the refit. Starfleet wanted to test the refit before putting it in wide-scale use.

One of the for ships was re-named USS Minneapolis-A and command was given to BGen Emerson. Starfleet is eager to see what the class is capable of and the first of the refit ships is scheduled to launched in early 2380. Although testing proved the value of the refit design, Starfleet decided not to refit any additional Kelvin class vessels and instead focused on new designs like the Vesta.
