The Bravo Fleet Chief of Staff (BFCoS) is a voting member of Bravo Fleet Command responsible for maintaining the fleet's roster. The responsibilities of the Chief of Staff are wide-reaching, perhaps only rivaling the Bravo Fleet Commanding Officer and Bravo Fleet Executive Officer, governing member and position administration throughout Bravo Fleet and having an all-encompassing effect on the progress of the club and its members.

The primary responsibility of the Chief of Staff is to create and enforce the standards and procedures for all dossier-related requests and matters within Bravo Fleet. These include, but are not necessarily limited to: requests for promotions, medals, transfers, appointments, removals, as well as ensuring the correct administration of competitions.

This position is established under Article III of the Bravo Fleet Charter

General Duties

  • Operating the Bravo Fleet Office of the Chief of Staff
  • Maintaining the Fleet's roster of members
  • Administering awards and member promotions
  • Administration and coordination of events and competitions

Specific Duties

Promotions

  • Develops and maintains standards for promotions within the rank structure of Bravo Fleet
  • Develops and maintains a listing of examples of choice promotion nominations
  • Ensures promotional consistency throughout Bravo Fleet
  • Develops and maintains policies and procedures for promotion recommendations
  • Develops new ways, as-needed, for members to earn promotions

Medals

  • Develops and maintains standards for awarding medals in Bravo Fleet
  • Develops and maintains a listing of examples of choice award nominations
  • Ensures medal consistency throughout Bravo Fleet
  • Develops and maintains policies and procedures for medal recommendations
  • Develops new ways, as-needed, for members to earn medals

Staff Records

  • Maintains the staff records of Bravo Fleet to ensure a continuity of the staff timeline

New Members

  • Monitors the incoming member queue for improper names
  • Ensures incoming members receive their activation emails
  • Jointly responsible with the Internet Office and Bravo Fleet Magistrate for enforcing the Bravo Fleet policy against clone accounts

Transfers

  • Approves member transfers between Task Forces and to and from the Reserves
  • Develops and maintains the policy on transfers during Fleet Action events
  • Monitors the transfer queue for questionable or problematic transfers, and actions them as required
  • Develops and maintains policies and procedures regarding AWOL members

Competitions

  • Develops and maintains policies and procedures on competition approval
  • Approves competitions according to policy
  • Ensures that medals awarded for competitions match those that were submitted with the request, or that changes to medals are made appropriately
  • Ensures competitions are properly completed

In Character Role

The Fourth Fleet Chief of Staff is the top adjutant of the Fourth Fleet, primarily responsible for the implementation of the policies of the Fourth Fleet Commanding and Executive Officers, and head of the administrative bureaucracy of the Fourth Fleet. The Chief of Staff serves as a buffer between the Bravo Fleet Commanding Officer and the Fourth Fleet Chief of Operations, who is effectively the day-to-day field commander of the Fourth Fleet's assets. The Chief of Staff oversees the administration of the construction, outfitting, and repair of Starfleet ships, equipment and facilities, and is responsible for the formulation and implementation of policies and programs that are consistent with Fourth Fleet policies.
